Labor Law 196 Overview

On May 8 the City Council passed Intro. 1533-2019: This bill extended the compliance dates for Local Law 196.

  1. COMPLIANCE DATES
  • Limited Site Safety Second Compliance Date: December 1, 2019.
  • Site Safety Training (SST) Full Compliance Date: September 1, 2020
  1. LOCAL LAW 196 TRAINING REQUIREMENTS

Graduates of Joint Apprentice Training Center after May 30, 2014

Full credit for 40 hour training requirement.  Any graduate of the Apprentice Program who graduated after May 30, 2014 will be able to receive their full Site Safety Training (SST) card which is good for 5 years. 

Graduates of JATC Before May 30, 2014

Any graduate of the Apprentice Training Program who graduated more than 5 years prior to May 30 will need to take 8 hours of refresher courses consisting of 4 hours fall protection and 4 hours supported scaffold training before December 1, 2019. The 8 hour refresher training needs to be done within 12 months of the issuance of the SST card. These online courses are under development with Click Safety and will include voice recognition. Apprentice Program graduates still need to make arrangements with the JIB Safety Department to be photographed and voice printed ASAP. The photograph is required on the SST card the Joint Industry Board will issue and the voice print is needed to enroll members for the additional 8 hours of refresher training.

Journeypersons who have not completed our Joint Apprentice Training Program

Any member who has not completed the Apprentice Training Program is required to complete the OSHA 30 course by December 1, 2019 to obtain a LIMITED SST card and also must complete the additional 10 hours of training by the second compliance date of September 1, 2020 for the full SST card. These 10 hours of online courses are under development with Click Safety and will consist of 8 hours of fall prevention and 2 hours of drug and alcohol awareness.    

 Forepersons for Electrical Sub-Contractor  – Additional Training (Proposed)

Training required for forepersons (62 Hours)- CURRENTLY UNDER REVIEW BY THE DEPT. OF BUILDINGS AND NOT YET REQUIRED BY LAW.

  • OSHA 30 – Hour Class
  • 32 additional hours: These courses are being reviewed and put together by the Safety Dept. and will be available on-line.

Your voice print is required to access the on-line courses and your picture is required in order to be issued an SST Card.
